The Sarugami’s Glare is obtained as a legendary random drop when completing Ghost of Tsushima: Legends missions.
Because it doesn’t drop from a specific event, the best way to get the Sarugami’s Glare is to complete Nightmare difficulty missions and Tales of Iyo raids for their overall increased chance of legendary drops.
Sarugami’s Glare Special Ability
Perfect Dodge becomes an attack that blinds nearby enemies.
Using Sarugami’s Glare changes the perfect evade counterattack to a 2-hit spinning attack that can hit nearby enemies, about 1/3 more damage, and completely deplete the stagger bar.
Is it worth it? Probably not since perfect evades are hard to get and the reward still isn’t much.

Leeching Parry – A Perfect Parry restores a small amount of health and fills your Resolve faster
